In Dian Zhong New Area, a shift toward digital, one‑click government services is making it easier and faster for people to handle official matters. Previously, opening a pharmacy required applications at multiple departments such as the market regulation and fire safety departments. Now, one only needs to go to the Dian Zhong New Area Government Service Center and, by clicking on the "Streamlining Affairs for Optimal Efficiency" column on the Yunnan Market Supervision Online Service Hall, can obtain a "Pharmaceutical Business License" and a "Registration for Pre‑packaged Food Retailers" within an hour.
This transformation in government services has extended to more service areas, allowing the public to experience significantly simplified procedures and improved service efficiency.
"The 'Streamlining Affairs for Optimal Efficiency' initiative covers service items for two major categories: the entire lifecycle of individuals and the entire lifecycle of enterprises. This includes various services individuals need from birth, education, work to retirement, and services enterprises require from establishment, recruitment to bankruptcy liquidation. Over 200 high-frequency government services can all be completed online. This has achieved a 100% online processing rate for government services, a 96.96% rate for end-to-end online processing, an 86.59% reduction in processing time for government services, and a 92.45% reduction in administrative licensing processing time," introduced a staff member from the Dian Zhong New Area Government Service Administration.
Fully considering the convenience of enterprises and citizens, the Dian Zhong New Area Government Service Center has fully implemented a standardized service model of "comprehensive front-desk acceptance, categorized back-end approval, and unified issuance from integrated windows." It has deeply promoted the reduction of materials, steps, and time limits in government services, opening 9 windows to handle matters covered by "Streamlining Affairs for Optimal Efficiency." Since March 2024, 235 theme-based matters under "Streamlining Affairs for Optimal Efficiency" have been processed and resolved.
Continuously promoting the standardization of services and the professional development of the service team, the Dian Zhong New Area Government Service Center has conducted multiple training in professional knowledge and special training sessions. It has organized staff to participate in skill competitions and government service system contests, and conducted performance appraisals and awards to build a high‑quality government service team, forming a service model with proficient business operations and high efficiency. This enhances the "soft power" of government services and continuously optimizes service processes and user experience, with current public satisfaction exceeding 98%.
The Dian Zhong New Area Government Service Center will continue to advance government services from simply being "able to handle" matters to handling them "well and quickly" through optimizing services, improving approval mechanisms, and applying digital and information technology.
