Dian Zhong New Area Issues Guidelines for Refined Urban Maintenance and Management, Promoting City Management "As Meticulous as Embroidery"

Recently, the "Guidelines for Refined Urban Maintenance and Management in the Directly Administered Area of Dian Zhong New Area" (hereinafter referred to as the "Guidelines") were officially issued and implemented, further advancing urban management in the New Area to be "as meticulous as embroidery."

"In accordance with the requirements of the New Area Director's Office Meeting on advancing the refined management of urban areas, we organized a study tour of on-site observations in Tianfu New Area of Sichuan. Integrating relevant industrial standards with our nearly two years of management experience in the New Area and drawing on the standards of Kunming City, we commissioned Yunnan Design Institute Group to provide technical guidance in July 2025. Following on-site surveys, research seminars, expert evaluations and public opinion solicitation, the 'Guidelines' were ultimately compiled." A relevant official from the Urban Operation and Management Service Center of Dian Zhong New Area stated, the Guidelines referenced the standards of multiple regions including Shanghai, Chongqing and Fujian, and absorbed the refined management practices of such cities and areas as Chengdu, Shenzhen and Qujiang New Area.
The "Guidelines" systematically define management standards in areas such as environmental sanitation, landscaping and municipal facilities, building a three-in-one governance system of "standardized management, intelligent operation, refined service." It pioneers a tiered and categorized management model within the province, dividing municipal facilities into three maintenance levels and implementing differentiated standards to shift management towards standardization and precision.
In terms of intelligent management, the "Guidelines" propose the goal of "an integrated network for urban operations" and by leveraging technologies like the Internet of Things and big data. It aims to achieve real-time monitoring and comprehensive dispatch of urban operational conditions. For emergency response, a "1-2-6" rapid response mechanism has been established: warning signs are to be set up within 1 hour of identifying a hazard, on-site disposal within 2 hours, and general repairs completed within 6 hours. Flood prevention and control requirements stipulate the completion of road water-logging investigation within 1 hour after heavy rainfall, with emergency standards at the forefront of the province.
To ensure effectiveness, the "Guidelines" are supported by a comprehensive quantitative assessment system with a perfect score of 100, the results of which are linked to fund allocation and contract renewal. Simultaneously, citizen experience is prioritized, with requirements for public toilets to be open 24 hours a day and equipped with complete convenience items, and garbage transfer stations operating on a "tidal" dynamic management system. In landscaping, the "Park and Business Format" integrated model is pioneered, allowing for the establishment of convenience service points in areas like under bridges, revenue specifically using for maintenance, forming a sustainable development mechanism.
Relevant officials from the New Area stated that the implementation of the "Guidelines" is of great significance for unifying maintenance standards and improving the level of refined management. The New Area will continue to promote quality and efficiency in urban governance with the concept of "Pioneering with Precision, Exquisite City Services."
