People's Daily Features Yunnan Dian Zhong New Area: Building a Testing Ground for Deep Integration of Government, Industry, Academia, Research, and Application

On August 12, the 2026 Future Transportation Development (Kunming) Forum opened in Yunnan Dian Zhong New Area. Focusing on three key tracks — intelligent connected vehicles, low-altitude economy, and green energy — the forum has evolved from a platform for frontier topics into a testing ground for the deep integration of government, industry, academia, research, and application.
As the 15th national-level new area approved by the State Council, Yunnan Dian Zhong New Area shoulders the mission of building an important fulcrum for China's radiation center for South and Southeast Asia. With transportation as the vanguard and innovation as the driver, it supports Yunnan's efforts to develop the southbound international land-sea corridor under the Belt and Road Initiative.
By pooling expertise, the forum builds a strong magnet for open cooperation. In 2023, the Future Transportation Science City was inaugurated; in 2024, four research institutions, including the Shandong University Yunnan Research Institute, were established; in 2025, five technological achievements were unveiled; in 2026, the Yunnan Future Transportation Innovation Consortium and the Yunnan Provincial Intelligent Connected Vehicle Industry Alliance were founded. The forum has become a platform for exchanging ideas, matching resources, and commercializing research outcomes, turning its attention-driven effect into incremental investment.
Innovation leads the way in reinforcing the base for research and development. A number of research platforms have begun substantive operations: a pilot project under the national "Building a Transportation Powerhouse" initiative was approved and launched, the Future Transportation Innovation Research Institute was inaugurated, the Shandong University Yunnan Research Institute was selected as a 2024 cultivation target for new-type R&D institutions in Yunnan Province, and Kunming Aviation Vocational College was established. The Yunnan International Joint Laboratory for Intelligent Connected Transport has begun operations, building a demonstration base for intelligent connected vehicle testing and commercial demonstration oriented toward South and Southeast Asia. Four parties signed an agreement to jointly develop the Mohan–Boten cross-border intelligent connected vehicle demonstration zone, exploring coordinated cross-border transport innovation and the export of standards.
Industry reinforces the base and activates new engines for cluster development. The Siem Reap Angkor International Airport in Cambodia has become a key outcome of China-Cambodia Belt and Road cooperation. The Kunming Inspection Center of the China Automotive Technology and Research Center is building a high-altitude scenario database that serves as an equivalent alternative to overseas adaptability tests, helping China's automotive testing and certification system expand globally. Leading new-energy battery enterprises have established a presence, promoting the integration of green energy and green transportation. Yunnan Province's first intelligent connected vehicle supervision platform has been launched, with cumulative test mileage reaching 47,000 kilometers.
Corridors are expanded to unclog the main arteries of domestic and international circulation. On land, by linking with the Kunming International Land Port, the frequency of China-Laos and China-Vietnam railway freight services has been increased, enabling goods to reach Vietnam, Laos, and neighboring countries directly by rail. In the air, leveraging Kunming Changshui International Airport, multiple international cargo routes have been opened to Bangkok, Kuala Lumpur, Yangon, and other cities, building an Air Silk Road that enables same-day delivery of fresh produce, electronic products, and other goods.
As it advances into the 15th Five-Year Plan period, Yunnan Dianzhong New Area will continue to leverage its strengths in platforms, industry, and corridors, foster a future transportation industrial ecosystem, and deepen cooperation with South and Southeast Asian countries in transport technology innovation, logistics and trade, and joint talent development. It will help China's future transportation innovations empower the development of the Lancang-Mekong region.
