At Dian Zhong Science City, the Kunming Haiguangxing Fruit Market, with a total investment of 1.5 billion yuan and positioned as the largest import and export fruit hub in the Southwest, is proceeding at "sprint speed" toward its scheduled openingin April next year.This project will serve as a crucial node for the China-Laos Railway cold chain express, facilitating rapid customs clearance and distribution of Thai fruits through its customs inspection and intelligent warehousing systems, thereby significantly enhancing trade efficiency.

Expanding Institutional Opening-Up to Catalyze Hundred-Billion-Yuan Opportunities

The fourth plenary session of the 20th Communist Party of China (CPC) Central Committee called for steadily expanding institutional opening-up. The cooperation between Dian Zhong New Area and Chanthaburi Province in Thailand is precisely a practice of high-level opening-up. In April this year, Dian Zhong New Area systematically unveiled its strategy for building a global fresh fruit trading hub. In September, both sides signed a Memorandum of Understanding (MOU) aimed at establishing a stable supply chain from prime fruit-producing areas in Thailand directly to the Chinese consumer market.

Chanthaburi Province is a major fruit-producing region in Thailand, renowned for durian, mangosteen, and other fruits, but it faces pain points such as high transportation losses and low added value. Dian Zhong New Area, leveraging the Mohan Port, the China-Laos Railway cold chain express, and the under-construction Kunming Haiguangxing Fruit Market, is emerging as a "golden bridge" connecting Southeast Asia with the Chinese market. Through the dual-driver approach of "industrial complementarity + logistics upgrade," both sides aim to reduce transportation loss rates, shorten customs clearance time, and achieve a 100% increase in bilateral agricultural product trade volume within five years, thereby catalyzing hundred-billion-yuan-level industrial development opportunities.

Promoting Cooperation from "Fruit Connectivity" to "Institutional Convergence"

According to the MOU, both sides will promote a full-chain collaboration encompassing "cross-border industrial chains + logistics supply chains + trade facilitation."

In terms of cross-border industrial chains: leveraging Chanthaburi Province's fruit resources and Dian Zhong New Area's food processing clusters, they will jointly build deep processing lines to significantly reduce durian loss rates; and explore a "fruit + jewelry" dual-industry complementary model.

In terms of logistics supply chains: relying on the China-Laos Railway's "Durian Express," intelligent refrigerated container technology will be promoted, and the normalized operation of China-Thailand bidirectional cold chain express trains will be advanced, ensuring precise temperature control throughout the journey. Moreover, optimization of the multimodal transport network will reduce costs and enhance efficiency.

In terms of trade facilitation: plans include the application of blockchain technology for full-process traceability of fruits, aiding in brand building; the adoption of a "online pre-sale + direct Thai sourcing" model through the Kunming Comprehensive Bonded Zone; and collaboration with financial institutions to develop "fruit loan" products to alleviate enterprises' capital pressures.

Through institutional innovation, industrial collaboration, and governance optimization, Dian Zhong New Area and Chanthaburi Province are jointly writing a new chapter of high-quality development characterized by "two-way opening and mutually beneficial win-win."
