Recently, Dian Zhong New Area convened a thematic meeting on the formulation of its "15th Five-Year Plan"(2026-2030). The meetingthoroughly studied and implemented the important instructions of General Secretary Xi Jinping on the drafting work of the "15th Five-Year Plan", reviewed progress on the New Area's "15th Five-Year Plan" drafting, and arranged and deployed key tasks for the next stage.

The meeting pointed out that the "15th Five-Year Plan" period will be decisive for Dian Zhong New Area to achieve high-quality development. It is necessary to benchmark against the positioning and mission of national-level new areas, craft the New Area's "15th Five-Year Plan" development blueprint with a broader vision and perspective, and guide the modernization of the New Area with higher-level planning.

Besides,the meeting underlined the need to systematically summarize the development achievements and experiences during the "14th Five-Year Plan"(2021-2025) period, providing a solid foundation for the drafting of the "15th Five-Year Plan". It is crucial to thoroughly analyzethe New Area’s current situation and accurately identify its phased characteristics, opportunities, and challenges. The planning process must highlight its comprehensiveness, foresight, and guiding nature. In-depth deliberations should be conducted around key areas such as industrial development, technological innovation, infrastructure, and social welfare, with scientific development goals set and implementation pathways clarified. The meetingalsoemphasized the need to uphold a project-driven approach, with major projects serving as key pillars for both planning and implementation. Focusing on major strategies, policies, and engineering initiatives, a batch of strategic, fundamental, and leading projects should be planned to inject strong momentum into the New Area's development.

The meeting required that departments of the New Area strengthen coordinated cooperation, enhance the implementation of responsibilities, and earnestly accelerate the drafting work. It is essential to adhere to the principle of soliciting public input and pooling collective wisdom, widely listening to and incorporating suggestions from all sectors of society. Efforts must be made to ensure effective alignment with national, provincial, and municipal relevant plans, striving to incorporate more projects into the higher-level "15th Five-Year Plan" framework.

Yang Dongwei, Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of the New Area, presided over the meeting. Bao Xu, Duan Hongbo, and Chen Han attended. Heads of departments of the New Area, Kunming Free Trade Zone, various sub-districts, and directly managed state-owned enterprises participated.
