Recently, two exemplary practices of Dian Zhong New Area in the field of financial services for the real economy were successfully selected for the "Kunming Typical Case Compilation of Financial Services for the Real Economy." This demonstrates the New Area's active exploration and remarkable achievements in addressing difficulties in corporate financing and guiding financial resources to accurately support key areas and weak links.

Facing the capital needs of major project construction and the financing challenges of technology-based enterprises, Dian Zhong New Area, in collaboration with financial institutions, innovated its service models and implemented precise measures, forming representative solutions.

In Support of Major People's Livelihood Projects:

Addressing the issues of large total investment and initial credit financing difficulties of the affordable rental housing project in the Airport (Linkong) Industrial Park area of Dian Zhong New Area, the Agricultural Development Bank of China and Bank of Communications, with the communication and assistance of the New Area's financial special commissioners, jointly assembled teams to offer on-site support to the enterprises. They provided one-stop services such as policy interpretation and financing scheme design, and jointly matched the project with medium and long-term loan support. Currently, the two banks have successfully added credit for the project exceeding 1.1 billion yuan, and have realized cumulative lending of nearly 250 million yuan, providing strong support for the smooth launch and construction of the provincial key project planning to build 2,500 housing units. It has effectively underpinned the New Area's strategic layout of "attracting talent through housing and promoting industry with talent."

In Empowering the Development of Technological Innovation Enterprises:

In response to the common financing challenges of "light assets, high technology, and lack of collateral" faced by technology-based enterprises within the directly-administered area, the Kunming Changshui Airport Branch of the Bank of China, in collaboration with the financial special commissioners stationed in the New Area, explored new paths for intellectual property pledge financing. Taking Company A, a national high-tech enterprise, as an example, the bank accepted its core patent rights as collateral, quickly approved and disbursed loans. The entire process from appraisal to disbursement took only 7 working days, and promptly resolving the company's 10 million yuan funding shortfall. This move not only assisted the company in enhancing production capacity, successfully securing large orders, and creating employment opportunities, but also opened up an effective channel for transforming "intellectual property" into "economic property." In the first half of 2025, this model was successfully implemented in the four key areas of cable manufacturing, semiconductor chips, environmental protection packaging, and traditional Chinese medicine processing within the New Area, and total loans amounted to 25 million yuan.

The successful implementation of these two cases reflects the precise efforts of Dian Zhong New Area in promoting the deep integration of finance and the real economy.

On one hand, medium- and long-term loans and the "financial commissioners" system have ensured the smooth progress of crucial public welfare projects, strengthening regional development momentum and investor confidence.
