According to the Kunming Municipal Bureau of Agriculture and Rural Affairs, this year Kunming will implement the development of 54 villages across all counties, districts, development zones (or holiday resorts), and the Yunnan Dian Zhong New Area, focusing on integrated agriculture, culture, and tourism development. Notable villages include Doupo Village in Doupo Community, Xizhu Street, Wuhua District, and Xinfa Village in Xinfa Community, Dabanqiao Street, Yunnan Dian Zhong New Area.

To ensure that the development of these 54 key villages proceeds in an organized, strong, and effective manner, Kunming has formulated the “Work Plan for Creating 54 Key Villages for Agricultural, Cultural, and Tourism Integration in Kunming by 2025.” The plan specifies eight mechanisms, including improving rural living environments, establishing long-term management and maintenance systems; strengthening coordination and establishing a linkage mechanism across levels; conducting classified cultivation of village industries; and refining dynamic evaluation systems. The plan emphasizes promoting farmers’ income increase as the core goal through land transfer, rental of assets, and shareholding cooperatives. It advocates for models such as “enterprise + cooperative + farmers” and “village collective + enterprise + farmers,” to achieve unified operation and management, integrated services, and enhanced branding and market competitiveness. Encouragement is given to develop new industries and formats such as rural e-commerce and rural tourism, fostering the integration of primary, secondary, and tertiary industries, expanding village collective economies, and increasing farmers’ income channels.
