This exchange took place inside the meeting room of Kunming Xufeng Biomedical Co., Ltd. as the staff from Dian Zhong Science City Administration Bureau explained the application process for the Science and Technology Innovation Vouchers. After a productive 40-minute conversation, company personnel felt they had gained invaluable information. "We are usually busy with business operations and haven't had time to check the policies posted in group chats. This 'door-to-door service' has truly solved our urgent needs!"

According to the Dian Zhong Science City Administration Bureau staff, Xufeng Biomedical Co., Ltd., for example, is engaged in the R&D of new technologies and products. This meets the requirements for innovation voucher applications as outlined in the "Dian Zhong New Area Science and Technology Innovation Voucher Management Measures (Trial Implementation)". To apply for the New Area’s Innovation Vouchers, Xufeng Biomedical Co., Ltd. needs to inform its commissioned third-party service company to apply for registration into the Dian Zhong New Area Innovation Voucher Service Institution Pool. Based on the categories of innovation vouchers required by the enterprise, an application is submitted. Upon completion of the approval process and final payment, this can save the company a portion of its R&D costs.

To broaden the reach of these policy benefits, the Dian Zhong Science City Administration Bureau has constructed a "online + offline" comprehensive promotion network. Online, staff regularly push related policy interpretation content and answer enterprise questions online within the enterprise service WeChat group. Offline, the Bureau organizes special events, inviting policy experts to engage in face-to-face exchanges with enterprises. Simultaneously, the Bureau has reviewed hundreds of enterprises in the jurisdiction according to policy criteria. Tailored to the needs of different enterprises, the Bureau has formed small teams composed of staff specializing in financial management, financial services, intellectual property, and science & technology management. These teams then visit enterprises to assess their challenges and provide customized solutions.

Since the policy was issued, the Dian Zhong Science City Administration Bureau has visited nine enterprises in the jurisdiction to carry out promotion activities. It has received more than 20 applications via telephone and WeChat inquiries regarding innovation voucher applications for technical development, testing and inspection services, and industrial design services. The staff state that they will complete policy promotion aimed at enterprises in the jurisdiction before August. It is estimated that over 100 innovation voucher applications will be received this year. Yunnan Dian Zhong New Area will essentially be providing a shortcut for technology companies to reduce their costs related to technological innovation.
