According to the news release of the pilot program for "one-stop service" for foreign talent work permit and residence permit in Kunming, in order to optimize the innovation environment, better serve market entities, and strive to build the "Six Spring Cities", efforts are being made to provide more open, efficient, and convenient high-quality services for foreign talents who work and reside in Kunming. To achieve this goal, the Kunming Science and Technology Bureau, Kunming Municipal Public Security Bureau, and Kunming Municipal Administration of Government Services Management will establish a pilot zone for "one-stop service" of work and residence permits for foreign talents in Kunming.

It is reported that in order to transform the application process for both the "Foreigner's Work Permit" and the "Residence Permit for Employment" for foreign talents from a "two-location, two-window, two-step" process to a "one-location, one-window, one-step" process, the Kunming Municipal Public Security Bureau, together with the Kunming Science and Technology Bureau and Kunming Municipal Administration of Government Services Management, has systematically sorted out the application materials, processing conditions, and procedures related to the two matters based on the practical needs of foreign talents working in Kunming. Through breakthroughs in mechanisms, processes, and efficiency, the three departments have ultimately achieved a working model of "one form, mutual recognition of materials, one-stop service, simultaneous application, and one-time completion with linked approval." This has effectively improved the convenience level of foreign-related services in Kunming, better serving the city's talent introduction and intelligence work, further optimizing the foreign-related business environment, and enhancing the social integration degree of foreign talents who work and reside in Kunming.
In addition, the "one-stop service" counter will also provide a "green channel" service for the residence of accompanying family members of foreign talents in China. The spouses and underage children of foreign talents can apply for a personal affair residence permit at the same time. They will enjoy the same convenient policies of "synchronous acceptance and issuance" as foreign talents, continuously enhancing their sense of belonging, happiness, and sense of achievement in their work and life in the Spring City.
In recent years, Kunming has comprehensively implemented various work arrangements such as deepening the reform of "streamlining administration, delegating powers, and improving services", the "maximum one-stop service" reform, and optimizing the business environment. The city has vigorously promoted the implementation of reform measures such as the centralized handling of administrative approval items, "one-stop service," and "one matter, one-time handling."
